Fresh from his 2013 Democratic primary win, Bill de Blasio walked into the conference room two hours late and maneuvered his long frame into a chair.
Waiting patiently were 30 of the city’s top African-American business and clergy leaders, who then made their request to the mayoral nominee: support a 30% dollar amount goal for the share of minority or women-owned business enterprises (MWBE) across all city contracts and projects.
